The belts have probably dried out if not disintegrated, the rubbers guides same, the drum is probably out of alignment and the whole thing may need a full disassembly

My best guess is you got the wrong converter. You want hdmi > SCART, not SCART > hdmi. Active converters are usually not reversible; they only work one way. The PC has hdmi out, monitor has SCART in.
